Establishing a cooperative learning platform that facilitates the promotion of entrepreneurial innovation through Connecting Energy Clusters across Europe
Clusters are recognised across the word as being the most significant and efficient structures for fostering competitiveness at regional and national level. Enterprise clusters and networks are considered important platforms for regional development and SME growth; they improve productivity, increase innovation capability, facilitate the commercialisation of innovations, and generate employment.
Cluster analysis is not straightforward: clusters have different origins and a diversity of perspectives, strategies and goals, and their technical (product, market, technologies) and non-technical (resources management, social capital, creativity) characteristics are determined by multiple variables. CENCE will take account of all these perspectives, and focus in its analyses on the cluster organisation itself and its associated companies and intermediate organisations.
CENCE introduces a new concept of clustering: the construction of new, cooperative, relationships between European Energy Clusters focusing on knowledge, know-how, and transfer of experience. It will investigate cooperation projects and best practice in three fields: Renewable Energy Sources, Energy Efficiency, and Distributed Energy Resources.
The overarching goal of the CENCE project is to:
Support cooperation activities between participant Energy clusters for establishing, at EU level, a cooperation and learning platform that facilitates the promotion of entrepreneurial innovation through the exploitation of synergies, the exchange of knowledge, and the transfer of Best Practice.
The above goal includes 8 major objectives:
To foster cooperation among participant Energy clusters to contribute to the creation of an EU Innovation Area.
To develop a new co-operative learning platform for exploiting synergies, exchanging experience and knowledge, and building learning communities.
To support networking and transfer of knowledge between participating energy clusters, enterprises, intermediate and cluster organisations -achieving an "outward looking" approach.
To identify regional competences through the mapping of Energy Clusters.
To identify and analyse success factors and barriers to innovation in the EU Energy clusters.
To raise awareness of networking Energy Clusters and to lay the foundations for a mega-cluster.
To establish joint collaborative projects and innovative strategies between participant clusters.
To provide policy recommendations to foster the development of Energy Clusters through the EU and propose policy actions for the new Member States' partners.
